The Minister of Environment, Milciades Concepcion, along with the designed team that will by accompanying him during the administration of President Laurentino Cortizo Cohen, took possession of his position on July 2, 2019. During his inauguration speech, Concepcion stressed that the mission of the Ministry is to comply with environmental standards, a task of great responsibility for the sustainable development of the country.

In order to fulfil this purpose, MiAmbiente established a new environmental assessment system that is represented by the newest Platform for the Environmental Assessment and Control Process of the Inter-Institutional Environment System (Prefasia - by its initials in Spanish). The measure is contemplated in Executive Decree No. 36 of June 3, 2019, through which the new platform is created. Meanwhile, the Executive Decree No. 123 of August 14, 2009, which used to regulate the process for evaluating environmental impact studies (EIA) was modified.

Prefasia is an electronic tool that seeks to strengthen citizen participation and transparency in the processes of evaluation and oversight of activities, works, projects and programs of the Ministry of Environment. So far, this process was done manually. The promoters had to physically submit the environmental impact study to MiAmbiente headquarters for evaluation and subsequent acceptance or rejection.

Currently, the evaluation process of the EIA will be done through this new platform, for which the promoter of a project must register electronically and attach the documents for approval or rejection by MiAmbiente. The consultants registered in the platform will be the only ones that will be able to carry out an environmental impact study. 'Environmental impact studies prepared by consultants, natural or legal, that are not registered or updated in the Register of Environmental Consultants run by the Ministry of the Environment, will not be admitted to the evaluation process," says the Executive Decree.
